The Institute for Learning was founded in 1995 as a partnership of school districts committed to standards-based education and system-wide reform. It serves as a liaison between its parent institution, the Learning Research and Development Center of the University of Pittsburgh, and educators in school systems nationwide. It bridges the domains of research and practice by conveying to educators the best of current knowledge and research about learning processes and principles of instruction. It serves as a think tank, a design center for innovative professional development systems, and an educator of core groups of school and district professionals, providing the resources and training that educators need to enhance learning opportunities for all students.

The Institute has a foundational Instructional Leadership Program (ILP), a three year program designed to help districts deploy leadership skills to support higher achievement for diverse student populations.

Year One of the ILP focuses on embedding the IFL's Principles of Learning in pedagogical practice, with particular emphasis on academic rigor in standards-based instruction. Year Two of the ILP provides an in depth training on LearningWalksSM and professional development. The LearningWalk is a powerful tool for getting smarter about teaching, learning, and professional development. It is not a tool for evaluating the work of classroom teachers. The LearningWalk can be an invaluable catalyst and learning experience for enabling educational reform but, because it involves classroom visits, it can cause great damage if undertaken without careful training. Year Three of the ILP focuses on enabling the district to develop capacity to sustain the work begun in the first two years.

Upon completion of the first year of the Instructional Leadership Program, participating districts become eligible to apply for additional Institute for Learning Programs, such as Content-Focused CoachingSM and Disciplinary Literacy.
